This project highlighted an important dynamic in data-driven organizations: having data is not the same as having usable intelligence. Without a coherent product layer, dashboards remain fragmented reporting tools.

Summary
The Ministry of Justice & Security relies heavily on internal data products to steer operational decision-making across its organizations. Within its Business Intelligence Center (BIC), a mature data infrastructure had been developed to support this. However, the experience layer around these dashboards had evolved organically across multiple platforms, teams and tools, resulting in heavy fragmentation and inconsistent usability.
As a result:

The result was a design direction that reframed single-use BI dashboards into an evolving data product.
